Between 2010 and 2019, civil society organizations in Central Europe faced political attacks, negative media, stricter regulations, and declining international funding. Some scaled back, others adapted or found new supporters. This talk explores why some organizations were more resilient than others-showing how internal resources, public legitimacy, and intrinsic characteristics shaped their survival and long-term sustainability. Northeastern Public Finance and Budgeting Workshop is a one-day workshop designed for public finance, budgeting, and financial management scholars and students from the northeast region. The panels will cover wide-ranging issues related to municipal finance and debt, education finance, intergovernmental grants, and fiscal health of state and local jurisdictions.
